Wigglesworth Parish Meeting AGM  April 30th 2007

 

Meeting opened 7.40 pm

 

Present:  Mike Dean (Chair), Roger Wales (Clerk), Shirley Wales, , Brian Newhouse, Bryan Procter, Barbara Houghton

 

Apologies:  Diane Dean, Ms C Dean, Mrs Procter, David Clarke

 

  1. Election of officers:  Mike Dean was proposed as Chair by Bryan Procter, seconded by Brian Newhouse and duly elected.  Roger Wales was proposed as Clerk by Bryan Procter, seconded by Brian Newhouse and duly elected.

 

  1. The minutes of the last meeting, May 15th 2006, were read, approved and signed.

 

  1. Matters arising:  a) Further to the previous meeting CDC have now changed their mind and agreed that temporary storage of the earthmoving equipment is acceptable without planning permission.   b) The resurfacing at Hollowgill has finally been completed last week.  c) The planning application at Willowbeck was turned down, and there have been several houses for sale in the village during the past six months.

 

  1. Planning applications:  All current applications have been progressed and approved.  The enforcement department of CDC agreed that planning permission was required by Pikebar for the removal of the hill, but would not be taking any further action as it is not detrimental to the area.

 

  1. Correspondence:  The only item of any note was an Allocation Compendium for the new Local Framework.  This identifies areas of land which have been put forward for possible future development.  The only areas in the Parish are Willowbeck and Mr Francmanis’s land by the village green.  It was agreed that the meeting would continue to monitor any future changes and developments.

 

  1. Accounts:  The opening balance at April 2006 was £789.94 with receipts of £250.50, no expenses leaving a closing balance of £1040.44.  David Clarke (by email) asked that tubs of flowers and bulbs at entrances to the village would be beneficial.  It was agreed by the meeting to allocate £100 towards this.  It was also suggested that the Meeting should pay for the Wigglesworth Village Website hosting at £117.50 per annum, this was also agreed.  For future precepts in 2008 it was suggested that £250 should be sought, this to cover £100 for web hosting, £50 towards the lawnmower, and £100 for tubs and bulbs, this was agreed by the meeting.

 

7.     Any other business:  Ribble Banks have approached NYCC with a request for them to tidy up the lay-by opposite Willowbeck.  It was suggested that the Meeting take no further action but to monitor the Councils progress.  Mr Procter pointed out that wagons were still using the Rathmell road as a short cut and it was agreed that the Clerk write to the local quarries asking for them to inform the drivers of the restrictions in force.
