MINUTES OF THE EXTRAORDINARY MEETING

HELD AT RATHMELL READING ROOM

ON TUESDAY 15th JUNE 2010 AT 1930

10/58. APOLOGIES FOR ABSENCE.

10/59. DECLARATION OF INTEREST.

There were no declarations of interest relevant to the agenda

 

10/60. RESOLUTION.

Cllr. Dean proposed the resolution to exclude the press and public from the Parish Council’s discussions on Agenda Item 4 - “to consider the candidates for co-option onto the Parish Council”, for reasons of confidentiality. This was seconded by Cllr. Clarke, and it was AGREED unanimously.

 

10/61.  CO-OPTION ONTO THE PARISH COUNCIL.

The discussions under this heading were held without the press and the public being present.

 

3 candidates had put themselves forward for consideration for co-option onto the Parish Council, to represent the Rathmell ward, to fill the two vacancies that were not filled in the recent Parish Council elections.

The candidates for consideration by the Councillors were Mr. B.Bell, Mr. R.Crabtree and Mr.D.Rawsthorne.

Following discussions Councillors used the Exhaustive Voting System to determine their decisions.

 

10/62. CO-OPTION DECISION.

The public was invited into the meeting to hear the announcement of the Councillors’ decisions.

 

The Chairman explained that the Councillors, in arriving at their decisions, had taken into consideration the candidates qualifications to represent the Rathmell Ward, their experience, commitment and involvement in local activities, and the feelings of the recent Rathmell Parish Meeting.

The Chairman then announced, that by majority voting, Mr. B.Bell and Mr.D.Rawsthorne

would be invited to be Co-opted members of Ribble Banks Parish Council.

The three candidates were thanked for putting themselves forward for consideration, and Mr. Crabtree was thanked for the years that he has served on the Parish Council, representing the interest of Rathmell.

The two successful candidates were present at the meeting and the Chairman extended his congratulations and welcome to them, and they were given Declaration of Acceptance of Office forms to sign, and copies of a number of documents/policies applicable to people sitting on the Ribble Banks Parish Council.

 

10.63. OTHER ITEMS.

The Clerk, has delegated responsibility to respond to planning applications on behalf of the Parish Council, and took the opportunity of seeking views on two planning applications that required a response:-

-        Planning Ref. 62/2006/6959 – an application to modify S106 Planning Obligation that restricts the sale of certain goods, and limits the provision of services at Booth’s Supermarket, Kirkgate, Settle. Booth’s are seeking the removal of these restrictions on their Settle store. Following discussions, and taking the views of members of the public present, the majority view was that these restrictions should remain in place; otherwise it would be to the detriment of the Settle community. Settle has lost a number of independent retailers over recent years, and it was felt that this was partly due to the expansion of supermarket business in the area. The Clerk was asked to convey these opinions to CDC Planning Department.

-        Planning Ref. 59/2010/10660 – an application to convert a building to form holiday accommodation, and vary conditions 5, 11 and 17 of a previous planning permission ref.59/2009/9746, at Holly Dene Farm, Rathmell. The Parish Council had no comments to make on previous planning requests, and felt that this remained their position on this occasion as well.                                                            ACTION CLERK

At the previous Parish Council Meeting the Chairman and Clerk had been given delegated responsibility to reply on behalf of the Parish Council to vote for an appropriate candidate onto the CDC Standards Committee, once details of nominees were received. That information has now been received, and there were 4 candidates for 2 places. Opinions were sought and the Clerk was asked to convey the Parish Council’s opinion.

10/64.  DATE OF NEXT MEETING.

The date of the next ordinary meeting of the Parish Council will be Tuesday 13th July 2010, at 1930 hours, at Rathmell Reading Room.
