Minutes of Ribble Banks Parish Council Meeting

Held at Clark's Old School, Wigglesworth, on Monday 24th of July 2006 at 1930

24/7/1 Welcome by the Chair:
David Clarke (DJC), chairperson, welcomed the following councillors and members of the public:

Councillors: B. Houghton, I.Wright, R.A.K.Crabtree, F.D.Higginson
Ms A Dinsdale and Mrs C. Howorth, Mr P. Raper, Mrs A. Raper, Mr R. Wales, Mrs S. Wales, Mr M. Dean, Mr Spencer (surname not recorded).

The Chair explained this was an extraordinary meeting of the Parish Council called to address the request for response to Craven district Council’s (outside of the Yorkshire Dales National Park) Local Development Framework consultation document. There were five consultation papers, and it was expected that the majority of the meeting would be taken up with this business. One planning application (within Rathmell) required responses to be sent to Craven District Council by Monday 31 July 2006, this application would also be considered by the meeting.

24/7/3 Minutes of the Last Meeting:
These were deferred for approval at the full Council meeting due to be held on September 26, 2006.

Councillor Houghton requested that the council consider whether there were any objections to the proposed amendment of a public footpath (No 05-43/27) at Dam Head, Tosside. Councillor Houghton explained the background to this proposal and the plan indicating the proposed diversion was circulated at the meeting. There were no objections to the proposed diversion. DJC will ensure that Mr Hunter at the Planning and Countryside Unit is informed of the Council decision.

24/7/4 Planning Application 59/2006/6515 (Roselea-Rathmell):
Councillor Crabtree outlined this planning application. Factors in support of and in opposition to the application were discussed. The Council resolved that DJC should write to the planning officer concerned, indicating the following:

In opposition to the application the Council noted:
- Concern that increased vehicular access to and exit from the single entry to the existing property (Roselea) on an already dangerous corner of this road should be considered by the Highways Department and the Planning Officer. The Council understands that a site visit and evaluation by the highways Department will be required.
- That the exterior design of the building was not consistent with the majority use of local stone within the village. In particular, the proposed use of render for the upper parts of the proposed building and garage was considered inappropriate. The Parish Plan adopted in 2004 includes a village design statement for Rathmell. One element of this design statement indicates that ‘all buildings, of whatever type, should be vernacular in style and appropriate to their topographical and village context, with the use of appropriate local materials’.

In support of the application of the Council noted:
- a letter had been received from Mrs C. Howorth, who owns a property adjacent to the proposed new development. This letter is appended. In the discussion related to the application Mrs Howorth acknowledged the potential problems which may arise in terms of the agreement for a permissive path to the dwelling. The Council is given to understand that the Holding Trustees of the Rathmell Reading Room would also be required to give permission for the proposed new path.

The Council would ask the Highways Department and Planning Committee to carefully examine the concerns outlined above before considering any approval for this proposed development.

24/7/5 Response to Craven District Council’s (outside of the Yorkshire Dales National Park) Local Development Framework Consultation:
It was noted that whilst this meeting sought to develop a single response on behalf of Ribble Banks Parish Council, a response informed by the views of the villagers within the parish, this did not preclude individuals making a personal response or the Chairs of the Parish Meetings, making a specific response on behalf of their village. It is understood that Wigglesworth will submit a village response.

Each of the five consultation papers were presented to the meeting. The options outlined in each consultation paper were summarised and a consensus view was arrived at in respect of each question posed in the consultation papers.

DJC will complete the consultation papers on behalf of the council and will submit these electronically and in paper form to the Head of Planning at Craven district Council.

Councillors, Chairs of the Parish Meetings and members of the public were thanked for their attendance and contribution to the completion of the consultation document.

There being no other business, the meeting closed at 2210 hours.
